So, given that the 3/4 piece set bonuses are being shifted, what do you think will be the best 2-3 piece combination pieces? I'm taking a hard look at machiosa's. If anything, that 3(2) piece set bonus will go quite nicely on a merc.

I guess you abit misunderstood this change. It means that current 4 pieces bonus will be given on 3 pieces, and current 3 pieces bonus will be given at 2 pieces along with already existing bonus. At this example:
Image

It will be smth like^
2 pieces:
40% str AND 20% phys resist.
3 pieces:
3 dru skills AND 20% max life.

But for some balancing reasons i sould change this abit for, let's say, 2 pieces:
40% str and 20% max life
3 pieces:
3 dru skills and 20% phys resist

Or maybe 2 pieces for dru skills and life and 3 pieces for DR and str, 'cause having awesome 20% DR and 40% str for just 2 ANY set pieces from here would be abit too much.

And there's some another nice examples (if stats won't change alot) like:
Image
Getting nice proc, resist and even reanimate isn't bad (if second pointless claw here will be removed and some item won't be changed to assassin only)

I think the description of changes is pretty clear. The bonus will be simply shifted. No mention about any balancing (unnecessary considering almost all set pieces are crap and to get the bonus you have necessarily to wear something far from bis).

the reason of the change, if i understood it correctly, is to make set items viable in early game (lower level requirements for some, balanced rarity i.e. no more rare sets and common sets, able to find as soon as act ii nightmare - when i see sacred items start dropping consistently), and make set pairs of items available in mid to endgame (i.e. they should compete with SU, SSU for the slots).

So, balancing the set bonuses seems inappropriate to me. it isn't like they are broken anyway.

Heh... clearly there's said:
"Partial bonuses from 3 and 4 pieces are now gained from 2 and 3 pieces respectively" what i just explained about on how i'm seeing it.

marchosias armor and belt were always good pieces. people just overlook most sets or set combos because guides don't tell them to use them. (might sound snarky, but it's true)

celestia belt and boots were always a good combo at 2 pieces. add in the armor since now you'll gain 10% cb and 17% stormblast proc (or is it 8 now?) and you've got a really nice spec for wdm characters, doesn't even need to be poison based. a lot of nice stat boosts, some phys res, movement speed boost on top of boots natural roll + celerity speed, etc.

Overall, most of this big set change will benefit the WDM characters because gear pieces can be used in a more versatile way, compared to casters which will need the specific energy/EF pieces, +class or all skills, and spell damage/pierce. Perhaps whatever the new 9 sets are will compensate in these areas.

They still get it normally, the bonus just doesn't show.
