Yes there was a ladder reset. Your previous ladder characters are still playable but they where converted to non-ladder

I think the only exception is necro's IRON GOLEM since it can be created from metal weapons. ( Use Barb 2H proc RUNEWORDS, you will love it ) I used to sacrifice tiered uniques for epic effects and fun...
Ok noob question here: What can Pallie's Lemures/BT attacks carry ? Slow melee target ? A friend just told me he can carry Slow melee I said no way so...

lemures and blood thorns are spells. only weapon damage (skill icon will say xx% WDM and be labeled as attack or missile or projectile or warp strike or whatever -- not spell) will carry effects like slow, crushing blow, deadly strike, etc.
slow melee target is a slight exception to this as it's based off of the melee swing. lemures/blood thorns are technically a melee swing which generates the spell projectiles, so you're actually kind of hitting once as weapon damage before the spell triggers. Slow melee target will work, slow target will work but only on the one you're directly attacking, not the whole mob.
