ethereals can not be created . you must find them
their base damage/defense is higher than of the regular items , making them better for creating runewords in mid game . In end game , in some situations you would rather use a non ethereal item due to more MO space , but it depends from item to item , build to build .

yes , you can use non-ethereals just as good . if it's a runeword , you can use a non ethereal now , and when you find the ethereal base item you need you just remake the runeword .
Yes lower damage, but also 3 advantages:
-you can use MOs
-you can reroll/use oil of luck until you get a very good damage roll which reduces the gap between ethereal and non-ethereal
-you don't need to use indestructible jewel(minor issue but still)
Ethereal with good %enchanced damage will be better, but also much harder to get so start with non-eth and upgrade once you get one.

One of the effigies that drops in Dimensional Lab lvls can make items ethereal and ads +10 req lvls, they are like MOs but don't benefit from double orb effect on items.
And ethereal items as drops are quite rare, i have notifier for all white/gray ones in D2Stats (1 2 3 4 sacred eth superior) cause that i may use for runewords and have seen maybe 2 or 3 ethereal sacred uniqs out of hundreds dropped.
