Panthera's bite's superbeast

I'm quite confused on how this works. It appears to be bugged or at least a non conventional version of superbeast. It lasts significantly less than paladin's superbeast (around 10 seconds) and it doesn't appear to have its duration increased by buff/debuff/cold skill duration stat. Is this intended? Also, the buff duration stat should work on procced buffs, right?

Wanted to prebuff myself so I can play with superbeast on bowzon. Oh well, I guess we can't have nicebroken things.
