Yshari sanctum

Hello. I have a problem. Made Valthek's quest, have both sets but cant enter to the Sanctum from Caldeum. What am i doing wrong?

You entered earlier in that game perhaps? Try making a new game and entering cause 12 min lockout.
Also, you don't actually need the sets to enter. You just need them if you want to do anything once in there.
