Are drops (elemental runes and skulls) in the Unformed Land affected by the number of players in the game, or the /players x command?

On SP - yes, they are. Players x reduces monsters nodrop chance - a monster that didn't drop anything on pl1, have bigger chance to drop smth with increased players command.

On MP - haven't tested as I mostly play solo on MP as well, but I assume it works same. The bigger party you have - the bigger chances to drop goodies.

Re-roll the map. Sometimes it can spawn with immunities

Try casting TP after you enter the level and going back. After that cast RoF. It's not a random suggestion, it may actually solve your problem.
