ye lategame all options end up being very similar, but the gem route gives you an extra 1.8k life.
avg dmg for each boots option (
lategame with 40 highrolled charms):
d2stats pics- 10186 - windrunners (lose 2k hp, but gain 10ms, ll and ias)
- 10055 - tu heavy boots (str)
- 10047 - craft (usually a ms loss)
- 9958 - tu light plated boots (reanimate, ias)
but you might get different results because I opt for 22speeds on my wormhole charm to maintain 117fcr without sacrificing an armor slot (you can skip this in 1.8 due to the 30fcr enchant on amulet). maybe the extra dex cycle slots from wormhole pushes the craft slightly higher in dmg. but all in all, theyre all virtually identical in dmg output (sub 2-3% diff).
another piece i want to test is akarat's (ssu light plated boots) but theyre very rare and didnt get to test them yet. ill update the guide in the future for itemization order and to condense some of the text.
