Funnily enough, there is. It relies on a proc from TA sunstone, because skills can't give procs and that's the first "you'll be guaranteed to have it" kind of item. Not implying you don't have a point in that it could be better, I guess it's mostly a "fun fact" at this point - just an example of how sometimes features work in certain ways because it is the best/only way to achieve that at that moment.

D2 trivia never disappoint is seems, that's quite a funny one.
I would guess a band aid solution would be to make a barb sword only early rw -no higher than tir- that give aoe effect and some ias to max up ww frames. 20% would be enough. I know aoe effect is different from galeforce, but at this point it doesn't matter much, and as the weapon will have no signficiant damage it'll only be used for low lvls.
