Yes it does. However, you must consider that ten seconds is an eternity in Median time (compare to say VoR which shoots twenty bolts in one second). Hell, I think I've seen a video of an assassin entering Vizjun and killing the MCS in under ten seconds.
Install Diablo II: Lord of Destruction (preferably outside "Program Files" folder). Do *not* install using the official Blizzard installer (use another source).
does official Blizzard installer refer to just downloaded from bnet for 1.14? i found an install called DiabloII_113c_Installer, wondering if this is why i keep getting Unhandled Exception at "Checking Version". I'm able to log in to normal d2 bnet, and open other multiplayer normally.

I would say torrent a lower version and then update to 1.13c, the official blizz installer is always a trouble.

Also if you are connecting to normal d2 bnet doesnt it update to 1.14 anyway
