I've been pretty successful with this build so far, no problems with easy ubers (and no signets).

In Median XL 2017 1.3.3, here is what I have:

General Playstyle:

Buff with Tiefling Form and Beacon, and make sure you're running. Keep moving around to avoid mobs. Cast Doom liberally, followed by spamming Shuriken Flurry. If things get dicey and you get rushed, Psionic Scream is very good (it works against most, but not all, mobs) - at 120, it will have essentially no cooldown (while Blink still does), and affects a much larger area. In crowded, open areas, reanimates will build up a meatshield pretty quickly, and then you can spend less time running and more time killing.

Skills:

Shuriken Flurry: smax
Perfect Being: smax
Doom: smax
Tiefling Form: smax (may need to revisit if these are well spent after a few charms, but max life doesn't hurt)
Prismatic Cloak: smax
Singularity: rest (or as you like)
Beacon: 1pt
Blink: a few extra points if you want to reduce the cooldown (but I find Psionic Scream more useful defensively)

Stats:

Str: may need a tiny bit for the lowest str req teir 6 base items, depending on charms
Dex: don't need any extra for lowest dex teir 6 base items with Tiefling Form (if you remember to re-equip after death or cast Teifling Form before picking up corpse)
Energy: All the rest
Vit: None (100 vit gives 200 life, maybe 300-350 with gear, but you will have 5k life already - too small an increase I think)

Maybe with signets, you can switch to lots of dex and go for max block?

is almost as good in the damage department.

MO all with PMSD, hit fcr and fhr breakpoints ~ 200, got 40% reanimates for tanking in crowded areas (thanks, ChuckNoRis), added flat damage reduction, and there is still a lot of room left over as you like. VIT I find pretty underwhelming, however.

You get a lot of res from these items and the pgems, but you may need some additional on the runeword jewels (Zod-crafted for PMSD)

I had some mana issues earlier (especially with bosses), used psapphires to help some (but still not bosses), but once I got the 2x Anarchy and added some mana regen to rings, I've rarely had issues. One hint for before you have these: on trash, you can easily spend much more mana that you need - it takes time for the shurikens to reach their target, so you can often stop casting earlier than you think, and everything will still die, saving mana.

I don't have much life regen either, few/no sources of Laek (and no leach, haven't done Black Road skill yet), but with so much extra space I MO'd Replenish life, which helps some.

Other:

The weakest part of this build is single-target kill speed. Singularity is supposed to be like a nuke, but it isn't strong enough to be a boss killer, and requires the target to stand still. At 120, Shuriken Flurry probably kills bosses faster. Singularity still has use as a single-target killer for certain mobs that are worth taking out first (e.g. 1-cast KO spires in Destruction Kurast 3000 BA). Fortunately, I've found so far that with a pumped up movement speed (always running in Tiefling Form, > 100% frw with Beacon) and enough mana regen, you can wait out the boss healthbar. If anyone has a suggestion for an alternative boss-killer skill or oskill, I would appreciate it.

Destruction TA is still difficult, too many arrows to dodge, and Arrowside can kill you sometimes with invisible arrows when you move around alot. Reanimates help immensely here.
