If you spam maelstrom, then added damage from all spikes, over and over again counts, and then indeed wots is worthless.
Have you tried tiefling form? Atm im running it for farming. Unlimited sprinting and the stat boost are very nice. Max block and avoid can handle duncraig without problems.
Even fauztinville is working faster cause of the huge dex (dmg) boost. Running 350 mf and 7k dex with this.

Would be nice to know how high you can go with dex deticated gear. Im missing a umbaru chest upgraded and many other things that could be dex moed.
My only proc is the one from hexward, 2% on striking and liliths belt
Tiefling form provides +6 all skills +290 stamina and ~350 to dex.

Almost? You need way less to cap block even with no +1 block on shield.
Aything past that is for magic bonus damage to maelstrom and ewd form dex.
As for clear speed, I don't know what is best. Build has fairly limited aoe, its weird thing to "complain" about, but when you are clearing giant screens full of monsters in fauzt, even if you 1 shot area of maelstrom, you still need to turn around and throw many times to clear the screen.
And because skill itself is the only thing that carries that big magic damage bonus, any procs you add to the mix, don't really help that much. Their damage vs proc damage is low. It is not the same as if knife procs for example were on par with maelstrom spikes, then loading striking procs would work like on old atmg sin. Here they don't help that much.
I think for clear speed, best thing you can do is, ditch ways, and invest that into claw passive + 1pt noctule, switch for claw, get for example nih runeword claw. 20% sor on kill combined with 360 degrees aoe of noctule, clears faster in most dense ubers. You can still be maelstrom sin without respec, any time you need, and it will be 99% as strong as if you didn't spec into hybrid noctule, because those points in whatever way you dump them are very small % of your total dps anyway.
