Starter Tier List for Season 35

How do you justify these changes? I don't see what makes these 2 builds better in the patch notes.
I've never played Neutral pally... but if really got buffed, it's something I'd try... but I'm not seeing how it got buffed.

It's for SSF - the class set dungeon reward is the summoner set for Necros and neutral set for Paladins

Ok, I see that. But for summon necro, the Tribute set is better than the summon set and is what most summon builds used.

laz set is fairly rare, it doesn't drop like candy

satanic mantra is second best in slot, and arguably even better than laz set outside of labs

Baffling to see Unholy Melee still deemed Tier 1. I can only assume fuppy hasn't actually played it anytime recently.

I haven't played most of these builds, I rely on knowledge of others for those who I haven't heard anything from. UHM is a pretty good leveler, what changed?

why did you consider fire xbow necro a Tier1 build? Could you explai a bit about it? As this build changed on this new patch, and without a guide yet, i'm finding it kind of weird to develeop.
