attackspeed frames?

So, simple question(or not so simple)... This website lets you calculate attack speed.

Some examples: with phase blade( -30 attackspeed) you can get: a
Amazon normal hit:3:57/sec ( 7 frames)
Amazon Wherebear: 6.25/sec (4 frames)
Barbarian whirlwind 2 phase blade: 12.5 ( 2 frames)

My question is, did anybody figure out the breakpoints for median weapons(the fastest is -60)? Can I have faster attack speeds with these weapons or is the breakpoints the same ? how much % do I need for what class?
