question about gift box

Can any TU at all spawn from the gift box or are there mechanics it follows that are more complicated than random TU lvl1-2?

with an Amazon or Barbarian or non-class specific items with a Paladin. The chance to get a Tier2 unique is similar to Tier1 unless the item has high ilvl. Also you won't get a Tier 3 unique if you cube the box with a 120 lvl char, for example.
