So all of what ive done now is loaded up LOD updated to patch 1.13 then went back to mod manager disabled plugy went into a game room. Still happens, not sure what to do now, as I really wanna play this on the new pc

This has to be an installation issue, your d2 source must be corrupted somehow. I've sent you a private message with an alternative.
