imo new skills are not really a good idea to implement:
1) The old ones are not balanced at all, adding new ones makes this task even more impossible
2) The game has so many limits ( states.txt especially) that with adding new skills some states need to be used multiple times or other skills need to sacrifice stuff, which leads to potential bugs
3)We can only have an amount of 1023 diffrent skills to be used as procs, adding new skills means a potential reordering of the existing skills in skills.txt which might be dangerous in terms of existing procs ( however i know marco linked all that extremely well in excel)
