Assuming that you're talking about Arcane Crystals, I would recommend running Diablo, Mephisto, or Andariel, because they always drop uniques which can then be disenchanted for Arcane Fragments which can be cubed into Arcane Crystals. It's slow, but relatively safe. If you're the more daring type, the Tran Athulua level has an increased chance of dropping uniques which can be disenchanted. It's presumably a bit faster if you're good enough, but also much more dangerous.
Addendum: if you are not yet at Mephisto, or grinding him is not feasible; Andariel is also guaranteed to drop uniques. Just one at a time, so grinding is slow and tedious.
