Median XVI Changelog?
Is there enough that changed or was added between XVc and XVI to make it worth playing the update or should I just wait for Sigma?

No. The post is titled "Median XL 2017", not "Median XL Sigma". It's just a new patch with what seems to be some more of the Sigma concepts, slowly introducing content as we get closer to Sigma's release -- or so it sounds from the way Marco has it written in that post.
