It's not dead (surprisingly). It's just developed slowly

and there is always be dissatisfied people, who says "mxl dead"... But in reality devs make a new path (even if it changes little), people get hyped and lots of people start playing... month or two => get bored, go to another games => after half of the year devs make a new patch, and the cycle repeats

What about hiring new devs to the team to speed up the cycle?
If you mean paying devs, Median definitely doesn't have the budget to make that happen. There's some money left over after server costs, but it's definitely not enough to actually pay folks for their time properly. Req told me he saw like $300 for maps in 2.0, I never saw a dime, and I think the plans to pay Gato fell through when Marco's dayjob reneged on the plan to take over the mod (understandably, since that would have put them in a position to get sued by Blizzard).
If you mean volunteers... well, the team has literally always been folks from the community who got invited to contribute. I got in by being super active in the guides forum, Discord, and beta feedback. Gato is there because he got really excited to mod, I taught him a bunch of stuff, and now he's better than I am. Ben and Gavin and the other folks who predate me all have similar stories too. Magz and Reeses are pretty active and both reached out to me to get some information about modding, so they might be the next crop.
From a personal standpoint, I'd like the mod to be open sourced, but that's as much due to my politics as it is due to believing some real project governance would have made it actually possible to make progress on a 3.0 patch. Objectively, the mod's doing fine. 2500 players at season launch has been pretty consistent across 2.x patches (and higher than 1.x), and while I fucked up 2.7 with Havoc, the total character count has more than recovered since then.
