They pretty much can get enough FCR from wolves that FCR isn't really necessary outside of wolves/charms. You pretty much are dumping your points into this only because you have nothing else to put points into. The issue isn't that, the issue is the max FPA you can get with dual wield vs non dual wield. 7 FPA vs 9 FPA to be exact and it's very noticeable. It's the difference for me to never go non dual wield on barbarian as a summon barbarian because I enjoy the extremely stupid mobility spirit walk provides and the FPA makes a world of difference.
This is why I think the dual wield 6x fire rune swords might be possible because it allows you to get other gear without forcing you to fascinating craft for high tier fire pierce gear. While you might be short on apoc from the lack of the staff and other good stats it can provide (you generally throw in ral runes so another 12% fire damage missing), the 120 pierce will allow you lot of breathing space with gear pieces for chest/belts now and runemaster now benefits from the 12 runes vs the previous 4 so going ancient armor crafts or any high defence gear will buff you the fuck up vs physical.
Really it comes down to this for this idea - dual wield 6x fire runes gives you 120 pierce, and a higher max frame rate where as the TU long staff gives you +3-6 all skills, some %fire damage (staff and runes) and +21-24 apoc. The problem is farming 12 elemental stones for the 12 fire essences - it's pretty shit.
