Is there anyway to delevel? I seemed to be at 49 for ages, advanced to a harder area and suddenly was 51. Missing the LC1 is probably a build killer I suppose?

It is not possible to delevel on MP. Only on SP with use of the Offline Tools.

You can check the new breakpoints via the Speed Calculator (Game > Tools).

As for the procs, everything that worked last ladder will still work this ladder.

If you talk about the new procs, the following will work:

ELEMENTAL: on kill - All Weapons
WIDOWMAKER: on kill - Crossbows (If you use a Crossbow for tantrum)
CRYO BEAM: on striking - Arrow Quivers & Bolt Quivers
BEAR CLAW: on striking - Arrow Quivers & Bolt Quivers
