It's a synergy with the Slayer skill. For every 9 levels of Slayer, you'll get +1 Mind flay beam.

He doesn't pierce your resistances anymore. Just get 90 max, and roughly 150+ flat dr. Absorb from Judgment Day charm helps. He also has a one-hit kill spell (they look like tiny bone spears and move slow)
