How does life regen exactly work? It feels like my regen just flat out stops for few seconds everytime I'm hit

Life regen is stopped by open wounds. Some monsters like giant mosquitos (Death Gnat, Shock Sting etc) apply OW on you.

It might be just very low if you wear T1-T3 rare items and rare rings that drop on Hatred difficulty.

Does the attack speed of a weapon affect the damage output / cast speed of a werewolf druid using harbinger as a main ability? I'm trying to determine the best type of 2 handed weapon to use.

Cast speed for weredru is affected by faster casting, attack speed is irrelevant on weapons on swords (especially when you get 15 ias jewels) - try get sacred great sword for best damage.

Okay gang, this is probably a really dumb question but I never knew (and I couldn't delineate the info from the docs)...

...can shrines ONLY be used with sacreds?

(also, when do sacreds start dropping?)

Thanks, any idea where I can farm one of these? I've been farming looking for a few other sacreds in dcows but I haven't seen a great sword drop yet.

Yes, Shrines can be used only with sacred items. You can bless a non-crafted (or crafted) sacred item once using Shrine + Arcane Crystal. Sacred items start dropping in Terror Act 2.

Duncraig uber level has a sacred items drop-bias, so it's the perfect place to farm for those. Fauztinville is another good place. If you struggle with these ubers, try farming Act 5 Nihlathak, or Act 3 Kurast levels.

Is there a more efficient way to farm signets of learning besides Griswold?

Also, does /players X affect the outcomes of the special box?

Nihlathak drops 3 Signets in Destruction, and 1 in Terror. The drops in the Halls levels are very nice, and Nihlathak can drop SU items as well.
/Players X commands doesn't affect the outcome of the Special Box.

Cool, good to know. One last question - when should I start looking @ shrine crafting? I'm level 91 @ act III terror and I mean I have shrines and I have sacreds but should I hold off on putting the two together?
