He's talking about Ariel's Robe. In this version, it says it has "Lvl 10 Wolf Stance aura". I am assuming it works in a fashion similar to "Lvl 1 demon blood aura" modifier. If that's the case, then:
- You will benefit from having both stances
- It can be used on your mercenary

Not sure who started it, but it's not entirely accurate information, e.g. act bosses does not have any level bonus while some unique monsters such as Griswold or Maghda has +3 level bonus (superunique bonus). You can read about various monster level bonuses there https://d2mods.info/forum/viewtopic.php?t=19359, this source should be more accurate than wiki by the way.

Regarding SU tiers, it's indeed 104/117/130 level for SU/SSU/SSSU respectively, although some specific uniques has a different level requirement:

Also i noticed items ilvl display caps out at 99. Are they actually higher than that?

Yes it does, you can read about it there https://docs.median-xl.com/doc/wiki/affixes. Initial item level could be higher than 99 but it's always being normalized to that value no matter what.
