does critical strike from assasins passive skill shadow dancer only apply to claws or overall?

Claws only, as per the description.

2. Not sure about ilvl, but rlvl is 40.

Does Stormblast trigger on striking procs? Like Knife throw on striking or arrow on striking. I know the initial hit should but what about the blast that deals lightning damage?

Anything that carries WDM procs "on striking" procs.

So yes, Stormblast does proc arrow on striking, both the initial hit as well as the resultant lightning blast.

Also the arrow can proc another arrow on striking

1st time i attempt to do Uldyssian's uberq. now i'm in room with spire. spire died in the moment i entranced the room but... still cannot move forward. what's going on? what should i do to move next room.

I used to love my d2 SP binges but rarely have free time any more (<=1h/evening). I last played 1.z9, before that other mods like Eastern Sun and VK. Is it worth starting over with Ult, or can I better wait to start until Median 2016 appears?

Ultimative characters and items will be compatible with 2016, so go for it.
