ED increases the base damage of the weapon, which is the base for everything.
EWD however is different in the calculation.
Just a quick example:
You do 100 damage per weapon Swing, with a weapon with 0% ED.
You add 100% ED and your damage raises to 200.
If you were to add 100% EWD it would also raise to 200.
But what if you had already 100% EWD calculated in the 100 base damage per swing?
That would mean that 100% ED increase your base damage to 200.
But if you would get another 100% EWD, your damage would only increase to 150. (0% ED and 200% EWD = 50 basedamage * 3=150 damage)
That's why ED is a lot more important. You can easily get EWD from skills, but the base damage of the weapon can only be increased by ED, and max/min damage added to the weapon.
