I thought it was because set amulets would effectively increase your signet gain by 20% on their own and so you can't disenchant them?

It may be so, but if this is the reason, it really sounds ridiculous to me. Why create new set items and then exclude them from being sigged at all, just because you've set a high drop chance to them, also having in mind these items suck and won't be used at all? At least disenchanting should work. Also, 20% sound a bit high to me, as set item drop is not so low. Even if it's 20%, then what? Devs probably prefer people doing mindless nihlatak runs.
