yes , but only if you play in SP and use the offline tools

Depends on item rarity. Luck success is always a bonus, lottery is what will have a big increase on value especially with jewelry.

I mean it depends on the item. I wouldn't use luck potion on a Tyreals, but I might on an amulet. Luck bonus is relatively easy to attain at 20% so it doesn't usually swing the value too much whether it succeeds or fails. I tend to leave items clean when I'm trying to sell them and let the buyer decide. Use the price check option in the trade section if you want a breakdown of what luck/failed luck items sell for over the course of a season.

The answer is yes, it does have effect on the price, both positive and negative, but depends on many things (including negotiations during trading). Consider a weapon with low %ed, it will generally have a little bit lower price than a higher rolled weapon. Success lucky oil will bring the item price up a bit and fail lucky oil can bring it down. In case of ring/amulet/jewel the lottery recipe might be more important. People buy some amulets just to try lottery effect on them, so a lucky success/fail will be both worthless to them and you might have hard time selling it. Same with some types of rings where people want to get +1 skill and sometimes with jewels, because 10% resistance will have bigger impact for labs than getting +1 strength.

Is habacalva's legacy bugged or am I missing something? My flamefront projectiles go from 6 tot 7 while they effect supposedly adds 5. By my count it should go from 6 tot 11.
