Psionic Storm is feedback dmg which is magic dmg but it does not scale with % physical/magic dmg. It only scales with Energy and + skills and can be supplemented with debuff skills like Doom or Mind Flay to lower enemy magic/feedback resistance.
As for Azurewrath, not sure. Never lucky enough to see one but earlier this season somebody took out Samael in < 3 mins with an Azurewrath carnage build.
