Can i craft Enhanced runes, or they can only be dropped? excluding ofc that you can upgrade them by using 2 of the same.

Normally yes. I tried with two same high runes and it's OK. You can. Have a good grind

Yes, it deals "weapon" damage.

I don't know what you mean by early game (because for me that's everything up to 110-115), but go to the crossbow tree and skill up Dragonfire Oil. This will be most of your damage through Normal and maybe even Nightmare.
