Can anyone help me verify that the affixes of this ring are correct? Does it exist in theory?
Prefix +1 to All Skills
Prefix +(8 to 15)% to Cold Spell Damage
Prefix +(5 to 10)% to Spell Damage
Suffix +(8 to 10) to all Attributes
Suffix +(9 to 10)% to Summoned Minion Damage
Suffix -(6 to 10)% to Enemy Cold Resistance

The runeword hellfire plate has orange text that says it gets 1% innate elemental damage per 250 attribute points. Does that include +attr/%attr from charms, gear, talents, UMOs, etc. or is it just talking about the base attribute points from lvl ups and signets?

It's pointed if only base points counted (nephalem spirit for example).
