Does the max UMO you can apply to an item (2) also apply to Occult Effigy's ?

No, you can use it as many times as u wish. Unless stated otherwise in the effigy itself (e.g.

Death Star is better on Barb w/ 2x Raptors or Sin?
Not counting +skills, Barb can get 300% psn/sec, Sin can get 552% psn/sec. But I think snake stance outshines WotS by quite a bit no?

i tried death star on barb with best gear, oskill only get 77k damage, its smaller then barb autoatack. So maybe sin is an answer

on my assassin (hardcore) i had 145k damage, pierce 150+, 19k hp, all 90res, perfect frames, 100 curse reduction, 150+ poison leght reduced, 66% slow target, 350mf, almost 700laek
