You are also wrong. 23 is the *affix* level, the *item* (and character) level can be up to 25.

Nope. I tested it practically and char of lvl 25 never can get light rad (500+ charges for nothing) while lvl 23 char get it within 100 charges (84 actually). Anyway it's a pain to get single certain affix on low ilvl.

Interesting. You know, I think this is actually a bug on the affix calculator in the docs... it's reducing ilvl by 5% like old jewelcrafting, but that's not what new jewelcrafting does.

It's just that affix level = item level on items with qlvl 1. And with fact that jewelcrafting making ilvl = char lvl you will get affix of 1-23 level only on char levels 1-23

I think the game has enough RNG to make us all insane enough as it is. Don't you ; d

(the answer to your question is no, you have to find them in the game, and trade with other players/make them aware of the items you need, so they don't disgard them)

Debuffs stack, curses do not. Discharge is not a curse so you're good.
