Why when i create new character then kill baal on hell paragon soulstone not drop?
I was have old from other character in my inwentory Did i fc* up?
Or can give old one back to my other character then kill with new baal again?

The quest reward is not a drop, it's added directly into your inventory on your quest kill.

Or in short, you fucked up.

Why if i add lvl to whirlwind its say 1250% weapon physical damage but in "C" stats window damage not rise.
And i check time to kill bos on 1 lvl whirwlind and 25 lvl whirlwind and ITS SAME - Bug or im doing something wrong ?

May be it only raise when using whirlwind, about putting points into that skill i dont know, may be its bugged or you fought with high phys resistant boss. When i change something to see the difference i use DUMMY at the 1st act camp, it will show you your damage numbers

nope, curses and debuffs are separate, therefore curses do not cancel debuffs.
