why do belts spawn so rarely on gamble? and always appear specifically in same spot in gamble vendor's inventory. Can't they just be like every other type of item in gamble vendor inventory (except ring/ammy ofc)?

Yes item level will become 1. Magic find does not effect shrine drops. Terror Fauzt is a good place to farm shrines though.
