Do minions (in particular, necromancer summons) inherit my % chance to reanimate? More specifically, is it worth investing in Talon's Hold?

I have 20% reanimate skeletons and I have never seen my minions, merc or totems reanimate them. Only If I use Funeral Pyre or Pestilence they start to appear. So I'd say it's only worth to invest to Talon's Hold if you are playing melee/xbow.

Am I the only one struggling as a melee Necro in early game. Not only the attack speed is low, but in every level there is a cold type mob that freezes me and the game play get sooo slow. meanwhile caster type seems to steamroll hatred. I am open to any critique/ "git gud fgt" comments.
Also great patch don't get me wrong just frustrating early for me ^^
