E.g.

If I find a sacred bow in Destr, and want to lower the item level to 28, how do I accomplish this?

If the roll to rare recipe works, =15% ilvl each time, how does that apply?

99 - 15% = ilvl 84?
ilvl 85 - 15% = ilvl 71?

if you want a low level tantrum bow it's best to make Ort RW in a double mo bow

ilvl 48 is the lowest that can spawn tantrum. But when you use 71 then you always have 4 affixes, which means more chances to spawn it and the bow will be better. And tantrum spawns really seldom, it will take about an hour to find it... Hatred dragon doesn't work, but thankfully the terror baalspawn is easy to kill even with lvl 60, unfortunately he doesn't appear often.

Amok RW sucks, tantrum has like 1 second duration, which means leveling up with that is just horrible. Do an (un)holy caster, get to 120, farm the void, ignore enemies with your resistance and stack up on shrines, then craft yourself something nice with d2clicker, While you are at it keep all the shrines for your preferred skill (Mindflay = Ornate Shrine) and later craft some nice stuff with it to wreck all heroic bosses in some hits. If you find an enchanting crystal then you could easily trade that one for pretty much anything you need.

Item level
This number is usually a good indication of the strength and level of the area/monster that it dropped from.Item level depends on the monster/map level when dropping, character level when gambling/cubing, and difficulty & character level when shopping. You can make sure it's 99 by finding it in specific hard areas like uber levels act 4 terror or up after that.

Ok here is the catch... the problem is that ilvl doesnt limit which affixes suffixes can spawn on an item it limits only how many has a chance to spawn.
Now how many affixes can a crafted item get ? 0-3 preset crafting affixes plus 1-4 extra random rare affixes, based on the item level.
what you are looking for is aLvl or Affix Level

Affix level
Item's affix level determines which affixes can or cannot appear on the item. After you get this number crafted item affix level can be calculated with calculator in the documentation Affixes - Suffixes page (note that there are two calculators one is for rare Affixes - Suffixes the other one is for crafted items)

For example: I have this bow with item level 60 now your gonna notice the calculator asks us about Quality levelaLvl Quality level depends on the tier of the item... tier 1,2,3..(Sacred) etc.. my bow is Short War Bow (Sacred) it's Quality level is 85 (You can find your item's quality level in the >> "Base"Items page in the documentation in one of the columbs on the table
Now how do I know which itemlevel is my sacred bow..? There is a cube recipe Magic weapon/armor/ + Oil of Enhancement + rune → reroll item as rare
The item level of the transmuted rare item will be reduced by 15%, rounded down and capped at 1 and 99.
What does this mean? for example if we have an magical item with item level 99 and we apply this recipe to it's gonna upgrade to a rare and have 85% of it's old item level aka from item level 99 to 84 then 71,60,51..etc what I do to achieve this is use the Affix Burn recipe and upgrade it again and again until I drop the item level to desired level (if there is one)

This also means the closes you can get to limit other affixes from spawning instead of tantrum is using a lower base item like Short War bow Tier 5 which has a quality level of 74 and according to the calculator with item level 71 the affix level is exactly 49.
By the way I agree with nitz in my opinion the more stats the better!

You are correct apart from this quote. The best chance to get Tantrum is had with an alvl 99 bow (aka ilvl99 for sacred short war bow). The lower the affix level the more low level affixes creep into the possible pool, so not only will you get worse stats on your bow in general - you will also have a lesser chance to get the desired skill.

Your logic is only applicable if the affix in question has an upper bound on its alvl. Otherwise higher is always better.

Hmm... so I'm assuming Destruction act 2 dragon eggs are how you fix that? Another question, Aren't items dropped in destruction ilvl 120? So if you make them rare right after they drop they should stay at 99, until something triggers it to go to 99. In SP saved and exit does this, not so sure about MP

The horadric cube is hardcoded to have the max ilvl of its outputs & inputs capped at 99. So if you input an ilvl120 item the game downgrades it to 99 first, then runs your recipe. So basically if you want an ilvl99 sacred rare - you either have to have it drop already rare in terror chaos sanctuary +, or reroll it with a destruction dragon recipe.

The game also caps ilvl of any item above 99 down to 99 when you save the character.

By upper bound you mean like.. "alvl 49 to 90"" ?? also it's true that the more stats the better because with those ilevels,alevels,quality levels u wont get good %ED resists or other useful stats like elemental dmg,LaEK,max min dmg...

as far as I am aware there is no other way to lower ilvl of an item other than that recipe and yes when you reroll a rare in destruction with dragon egg it automatically jumps to ilvl 99 you can also use the uptier for uniques recipe (which obviously doesnt work on sacreds tho but it does max out the ilvl to 99 because uniques are always ilvl99) with 2X arcane crystals+ enchancement oil+rare(sacred)
