I heard you can get this skill off circlets. I am level 33 at the moment in Act 3.
Can I get the prefix to roll to get the Psicrown skill at this level? I see Ormus sells circlets.
Wondering If he can generate said Circlet if I keep resetting his inventory by leaving town.
Can anyone confirm this?

No, if you search for psicrown in the affix list you can see, that it requires a minimum alvl of 82. It's pretty much an endgame stat.
