This was reported a long time ago and will be fixed in a future hotfix.

Correct this Sorceress Key by the way. There is no +2 skill on the new key and there is 10% less spell damage. For summoner there is + 100% minion damage. Where's the point of wearing it at all when you're playing the mage?

Edit: Never mind what I wrote, it seems like Arcana is the only key that cannot be upgraded with celestial wind no matter what. Other charms can be upgraded even if quests are not completed in order. Even after the charts quest is completed, it shows as uncompleted on all of the keys, but Arcana is the only one that cannot be upgraded afterwards.

Thanks for explain @Marrt. This new level is simply replacing effigy with another. Useless recipes, just like a new sorceress key.

I must have tried this, I definitely put the Celestlal wind+key in the box. But it didn't work. Hardmode missions cannot be started because the second mission has not disappeared
