I hit the -3 sec CD affix around every 50 shrines or so.

For ZKT, the IED would definitely increase the damage output but you'd want to click more Dex than usual, and the life spark enchants likely do not provide enough survivability for the build in super endgame content.

Black Ice, on the other hand, should be damn near invincible this patch.

Shame that Black Ice sucks. Azure is 1h with 100% vit scaling, whereas Black Ice is 2h with 45% vit scaling.
Even compared with non-SSSU weapons, Ono is 80% scaling, Battle Axe is 70% scaling and even Bows, which are pseudo 1h have better ied scaling.
Add that to the fact that Sin doesn't get any stats from the tree and you might as well play any other ied build with all the life spark scrolls + effigies for significantly more damage and not much less survivability.

The big difference between azure and black ice is that azure gimps your life. Black ice sins will have 20k+ life, as well as all the sin defensive perks. Azure might have more damage, but black ice sin is possibly the tankiest build in the game, while still dealing considerable damage

Azure 'gimps' your life, but you can play Azure on Barb or Pally, both of whom can stat stack due to passives in their trees. They can both clock well over 30k life, probably upwards of 40k with big Angelics now. They also get a shield and blocking has been significantly improved. Barb can also cap avoid with Conquest. Plus they get over twice the damage scaling in one hand.

Unfortunately I don't think there is a place for Black Ice in the current meta with the insane damage dealing builds with high survivability.
