there's no reason why you should skip 20% max life and 10% aa on a glass cannon build in the favour of 30% ctc a
low level proc (it has crapy damage at level 9 ) that moves slow . by the time the punishers reach the location of your opponents they are already dead , and the proc is wasted . those rings are good , but not for this build . there are other builds that work fine with xorine rings , but not this one .

. going for xorines in mid game (terror difficulty) that deal half the damage of that runeword vs much stronger opponents , even at 30% ctc is wrong imo .
they are usually ok for melee builds that also need attack rating / lazy builds for more procs on the screen / builds that need more killspeed in short-mid range/builds that also invest into energy to boost the procs' damage . other than that , there are other more
efficient options .
