never found this item before in any ladder of median xl. Anyone used the below item successfully before? Any ideas on what type of sin build could utilize this well?

I already have one and there was another who needed it

could you elaborate on what type of skill plan you/other use ? Like what's the strategy.. for example I actually put enough skill points in wychwind this ladder to reduce cooldown to min 0.2 sec (unfort not zero but damn close). Spamming that and with tracker set scorpion blade proc and some new poison mechanics it dominates. I cleared dunc effectively with the same items I couldn't possibly do ladders ago.
What can sin do with this item this ladder ?
