So i crafted this for my Tantrumdin and if it was any good?? also, should i bless it with abandoned or Wierd shrines?

very very good the - res helps a lot reaching higher -res numbers and the fire spell damage isnt totally wasted because of procs like path of flames i would probably bless with an abandoned shrine since attack rating is more important than flat damage for tantrumdin

should i Luck it first and bless it after or do the inverse?

Well rule of thumb is usually luck first. I think such balance has a decent write up explaining his thought process on mo'ing his bow so that's probably a good read if you are worried.
