I've had them drop a lot of time during my 5 years of playing median. They're normal drop on every difficulty, just very rare, that's no anomaly. Only exception is Torajan Jungles, since drop there is increased

only skill sigs were difficulty/area dependent. getting a world drop sig is nothing new.
