Highest Base with no MS Penalty and the char i use it on doesn't have much str and 0 defense anyway
its fine. if i recall the velocity penalty beyond light plate is multiplicative? don't quote me on that, but yeah having no speed penalty can make the difference especially in places like labyrinth
