and just to clarify, were my steps above correct? I imbue at charsi, use rare downlevel, shrine craft, then bless? Or do i bless and then craft? (and i should not use downlevel recipe if i want to roll skills like apocalypse on boots right?)

get the rare you want from a destruction uber and you won't need Charsi . it's guaranteed ilvl 99 .

Yea it's just a much more arduous process compared to the vids I saw on youtube.

And I'm still confused about what steps to take. And can apocalypse still be rolled with fascinating shrines on boots?

Edit: Ok so it does roll from fascinating shrines but seems to be quite rare (or I'm just unlucky lol). Now do I bless the finished craft or should I have done this before i started crafting?

Apocalypse is a random affix on boots. It can roll with any shrine. Check the docs on the far right tab for the affix table page. You can see what affixes can spawn and the ilvl that is required for each to spawn. There's also a page there for shrine bonuses, so you can see what shrine you want to use.

The only place i know of is farming BPR, though this info does not exist in the new docs, so I'm not sure if it's true anymore.

There is no such place. Use TA and fauzt to farm them
