Yep, sacred rare base. I'd recommend just the "Boots" sacred rare base unless you have plenty of charms. Collect a bunch of sacred shrines and cube them with the boots till you get some stats u like. Mine in the picture have been MOed to 126 and socketed with 4 P.Topaz incase you're wondering where those stats came from. Shoot for 7 or 8% dmg, -4 or -5 peirce and then useful stats like AA, Life, (hit recovery if you're lacking). After u roll a pair you like, Shrine bless them = Cube all together the Crafted sacred rare + 2 arcane crystal + sacred shine

yea it was increased by a small portion of radius in launch (2.0)
