Sorry if this is too obvious.
Slow cap (this will slow both attack animation, cast animation, movement and attack speed, if you have a great source of slow, fight against certain bosses will become alot easier):
-Boss: 25% (was 50% before) (but this slow can stack with other slow effect, like Chronofield for example)
-Mobs: 95%
"Slow target" will apply to any enemies that get hit by your weapon/proc with weapon damage (like spike nova for example), melee and range, spell won't slow anyone, unless it is a spell that slow enemies.
"Slow on melee target" only slow them if you hit them with melee hit.
Duration is about 5 second on boss, meaning you have to apply them continually
(In the past, slowed enemies have a "slow aura" under their feet, not sure why it was removed)
