As Celestial Ray has mentioned, there's a 200% cap of sorts for enhanced damage and defense when MOing.
But.. there are workarounds.
You may MO the base item first THEN runeword the item. But of course, I'd calculate the resulting level requirement first just in case it exceeds your threshold.
Barring level requirements, one would usually prepare the base item by luck rolling it (Further info may be found here under Lucky Bonus onwards. Lottery Bonus and Magic Bonus might be worth a read if you've never heard of it
https://docs.median-xl.com/doc/items/cube). Weapons get up to 35% enhanced damage and/or AR%, armor gets up to 35% enhanced defense and/or 1% physical resist. Throw in your MOs then RW and you get some fat numbers.
