actually it's the same drop chance. and it's more common than 1/2000 from what I can tell

drop chance of skulls is 1/2 of the stones drop chance, rolls is right

Seems like a strange decision to make the skulls more rare than the stones, players will just end up with a load of excess and useless stones.

They are actually the same rarity. The chance that something drops is X. The chance that it's a fire stone is 1:7. The chance that it's a skull is 1:7. Making it the same chance is weird too. 1:3,5 for skulls would be nice.

its not that way, especially since fire elementals only can drop fire stones, and so on. Anyway the only numbers i can check without putting too much work into it is the number of ultimative v6, i can recheck this evening, but im pretty sure the ratio was 1/1000 for a stone and 1/2000 for a skull ( but sometimes im kinda like a sieve).

I said a few versions ago that it's the same chance, and I checked now for XVI, it's still the same chance of drop for skulls and stones.
